吉原に生まれた重三郎は、吉原大門の前に本屋をかまえ、吉原のガイドブック「吉原細見」を販売・出版。
やがて人気の黄表紙作家・朋誠堂喜三二の作品を出版するなど事業を拡大していった。
時はあたかも田沼意次が政権をになう時代。
そんな自由な時流にのって重三郎は、黄表紙や人情本、浮世絵などを次々と手がけ大ヒットを生み出していった。
さらには歌麿・写楽・山東京伝・北斎・馬琴・十返舎一九といった若き才能を保護・育成し、世に送り出した。
田沼が失脚して松平定信が権力を握ると、寛政の改革によって政治批判が厳禁となり、出版も統制され重三郎は処罰されてしまう。
その後に花開いた化政文化は、重三郎が育成した歌麿や北斎、馬琴たちが牽引していく。
